The Eastern Docklands (Oostelijk Havengebied) is characterized by modern architecture and often prepared underground infrastructure. From public complaint reports and outage overviews, a theme emerges regarding the administrative and technical coordination between network operators and internet providers, especially during network outages.

The challenge of separated networks

In the Netherlands, a consumer can purchase a subscription from provider A (e.g., Odido) over the cables of network operator B (e.g., KPN Netwerk). This model is called Wholesale Broadband Access (WBA). In many shared experiences around Zeeburg, this proves to be a vulnerability when resolving local outages in the distribution cabinets.

Residents indicate that when a physical problem occurs in the street cabinet, technicians from the chosen provider often do not have the authorization or keys to open the network operator's cabinet. This can result in delays lasting several days as technical tickets are sent back and forth.
